USCS Action Codes

If the release date is later than what was previously shown on the log screen Cargo Release Processing will update the release date under the following conditions:

Action 22 (RELEASE DATE UPDATE) on an R5 record follows an R5 with:

  • 01 COND RELEASE GEN EXAM
  • 02 COND RELEASE SPEC DOCUMENT REVIEW
  • 04 INTENSIVE EXAM/RELEASE COMPLETE
  • 05 PAPERLESS ENTRY
  • 08 OVERRIDE TO GENERAL

Note: ACS allows users to correct an entry date when the actual entry date is other than the U.S. Customs release date. Customs uses the revised date to compute the timeliness of entry summary presentation. The revised date has no effect on duty computations.

Date logic for duty calculations

The date used in all calculations is determined as follows:

  1. If ELECT?(A/P) is E and PRESENT date is filled in ==> use it
    else
  2. If there is an IT date and the entry type is not 2,7,12, or 32 (Quota Entries) ==> use it
    else
  3. If there is an ENTRY DATE ==> use it
    else
  4. If ELECT?(A/P) is P and PRESENT is greater than/equal to today ==> use it
    else
  5. If EST ARR is greater than/equal to today ==> use it
    else
  6. Use today's date.

Note: For duty, tax, and fee computations (except HMF) on quota entries and warehouse withdrawals, ACS ignores the IT date and begins the sequence at the entry date.
For MPF calculations, ACS ignores the IT date and begins the sequence at the entry date.
HMF is computed at the rate in effect on the date of importation.

Elected Entry Date

To force a specific date to be used as the Estimated Entry Date for Customs (such as at the end of the year to use next years rates):

On the Log Screen put the Estimated Entry Date in the PRESENT field and E in the ELECT? field.
