The new part number system has the same basic file as the old system
	for file CUSTN.PART.NO,ABI.  The new file is the DETAIL file. 
	The detail file allows for multiple HTS numbers per part number.
	In addition, there can be levels of HTS numbers.

The problem comes in assigning letter codes.  A letter should represent
	a combination of up to 7 HTS numbers.  In addition, if there are
	more than one HTS numbers at level 0, there should be multiple
	letter codes for a single part number.
